It can't validate a submission end to end. It only reads the workbook you give it — not your budget, your payroll register or your award agreement — so it can tell you a sheet is internally inconsistent or carries a term a funder will not pay for, but not whether a figure is the right figure. It matches wording, so a cost described in words the rules do not know will pass. A clean result is not a guarantee the voucher is correct; it means none of the recurring errors turned up. Nothing on this site files anything: the voucher still goes to the funder through your own process, after a person at your organization has looked at it.
An assistant can explain what a rule means. It cannot see your workbook, so it cannot tell you that the fringe on row 14 is 28% against HRA's 26% ceiling, or that the allocation column adds to 120%. Run the file through the checker first, then take the flags — the rule names and the cells — to the assistant, to your funder's fiscal contact, or to us. The guides on this site quote each funder's published manual with the document and revision date, which is what an assistant needs in order to answer a rule question accurately rather than from memory.
After a result you can leave a work email, and a person — not a sequence — replies within one business day with what each flag means on that funder's voucher and the fastest way to fix it. Asking for that stores your email, the funder you picked, how many things flagged and the names of the rules. Never the file, a cell reference or any figure from it.
