What gets this form kicked back

The YTD budget column is prorated by months elapsed, not the full annual figure — comparing actuals to the annual budget makes every line look wildly underspent.

Budget changes over $10,000 or 10% of a category (whichever is greater) need written justification, and a formal POCR depending on size. Watch the variance columns before you cross that line.

The 50% new-fiscal-year advance is recouped at 10% per month from September through June, which shows up in your cash position but not in this worksheet's expense lines.

Allowable OTPS categories

The categories NYC HRA recognizes on a budget or voucher. Using wording outside this list is a routine cause of returned submissions.

Unallowable costs

Costs NYC HRA will not reimburse under this contract.
