Indirect cost basis

Indirect organization costs at a federally negotiated indirect cost rate or the de minimis rate — named as an allowable cost in OVS's 2026 VOCA Victim Assistance RFA (Appendix A), with allowability otherwise governed by the DOJ Grants Financial Guide, whose de minimis is up to 15% of modified total direct costs

What gets this form kicked back

Use one fringe method, not both. Method B (an approved flat rate) requires the approved flat-rate fringe letter, signed by an authorizing official on agency letterhead, and the percentage from that letter goes in the form. Whichever method you use, the percentages you commit to here are the ones each quarterly Fiscal Cost Report has to break fringe down by.

Staff time spent on OVS fiscal duties — budget negotiation, amendments, Fiscal Cost Reports — and PMT reports is VOCA-Required Reporting time, capped at 20 percent of any one FTE (RFA Appendix B).

Indirect is either a federally negotiated rate or the de minimis under the DOJ Grants Financial Guide (up to 15 percent of modified total direct costs), and executive salaries are unallowable except where the VOCA Rule specifically allows them.
